
The International Forum "No Statute of Limitations" was held in Kaliningrad from September 23 to 25. In 2025, the event was timed to coincide with the 80th anniversary of the end of World War II and brought together about 350 people. The organizers of the forum were the Ministry of Education of the Russian Federation and the Moscow State Pedagogical University (MSPU) – the federal operator of the "No Statute of Limitations" project. A welcome address to the forum participants was sent by the Minister of Education of the Russian Federation, Sergey Kravtsov.
"80 years ago, the largest war in human history by its scale ended. One of the key projects for preserving the memory of those events is the federal project 'No Statute of Limitations.' Thanks to the joint efforts of its participants, millions of Russian citizens know about the criminal nature of Nazism and the feat of the Soviet people. Today, our soldiers, in a unified impulse, are countering the ideology of hatred on the fronts of the special military operation. The crimes of Ukrainian neo-Nazis in Donbas have no, and cannot have, a statute of limitations," noted Sergey Kravtsov.
The forum was attended by representatives of the Russian Ministry of Education and regional education authorities, MSPU, heads of educational organizations, teachers, school directors' advisors on upbringing, students from pedagogical colleges and universities.
The main goals of the event were to unite representatives of the educational community for a deep study and comprehension of the historical heritage related to the heroic events and the Victory in the Great Patriotic War and the conclusion of World War II, as well as to discuss contemporary challenges in the field of preserving historical truth for the younger generation.
During the forum, lectures were held for participants, and school principals from the Kaliningrad region shared their experience in implementing the federal project "No Statute of Limitations."
Following the three days of work, the forum participants adopted a resolution condemning Nazism and war crimes against the peoples of the Soviet Union, and listed measures to help preserve the historical truth about the genocide of the Soviet people by the Nazis and their accomplices during the Great Patriotic War. These include supporting and developing educational projects for the historical enlightenment of children and youth, disseminating the best pedagogical practices of the Kaliningrad region at the all-Russian level within the framework of the "No Statute of Limitations" project, and utilizing the resources of the MSPU branch in the city of Chernyakhovsk and the support platforms of the Russian Ministry of Education for implementing educational and awareness-raising activities in the region.
"Protecting historical memory is complex work that should begin with children from an early age. In the Kaliningrad region, this issue is addressed jointly by the children themselves, educational organizations, museums, archives, and executive authorities. Thanks to joint efforts, historical sources are researched, projects and methodological materials are created, and educational events are held to perpetuate the memory of the victims of Nazi crimes," noted Svetlana Truseneva, Minister of Education of the Kaliningrad Region.
