Attention Students: Transition to Tuition-Free Education

Dear students!

Information on the number of available state‑funded (budget) places for transfer from tuition‑based to tuition‑free education has been published via the link below.

During the period from January 26 to February 5, a student wishing to transfer to an available budget place must submit a reasoned application addressed to the Rector of MSUPE to their faculty/institute. Additionally, if applicable, documents confirming special achievements in academic, research, public, cultural, creative, and sports activities should be submitted. These documents will serve as an additional advantage in the event of competition.

On February 11, 2026, a meeting of the Commission for Transfer from Tuition‑Based to Tuition‑Free Education will be held, where each application received will be considered.

Please note that the transfer is carried out on a competitive basis. The rules, cases, and priority of transfer from tuition‑based to tuition‑free education are regulated by the "Procedure for Transition of Persons Enrolled in Higher Education Programs from Tuition-Based Education to Education Financed by Federal Budget Funds or Own Funds, Including Funds from Income-Generating Activities, Voluntary Donations, and Targeted Contributions from Individuals and/or Legal Entities at MSUPE", approved by the decision of the MSUPE Academic Council (Protocol No. 16 dated August 21, 2024). 

No later than February 21, the decision on transfer from tuition‑based to tuition‑free education will be formalised by an order of the Rector of MSUPE. The order will take effect on March 1, 2026.
