Guardianship and Custody: MSUPE Experts Participate in the All-Russian Congress

On March 25-26, the XIV All-Russian Congress of Heads of Organizations for Orphans and Children Without Parental Care and Heads of Guardianship and Custody Authorities took place in Moscow. Participants included heads of organizations for orphans, guardianship and custody authorities, as well as representatives of the executive authorities of the constituent entities of the Russian Federation.

At the plenary session, First Deputy Minister of Education of Russia Alexander Bugaev outlined the priorities of state policy: protecting childhood, strengthening family well-being, and ensuring the safety of minors.

The main report was presented by Larisa Falkovskaya, Director of the Department of State Policy for the Protection of Children's Rights at the Russian Ministry of Education, emphasizing the prospects for the development of the sector and the transition of organizations for orphans to a family preservation model.

At the invitation of the Russian Ministry of Education and on the instruction of the Rector of MSUPE, Arkady Aronovich Margolis, faculty members from the Department of Developmental Psychology named after L.F. Obukhova of the Faculty of Educational Psychology at MSUPE participated in the congress: G.V. Semya, V.N. Oslon, and I.A. Merkul.

Galina Vladimirovna Semya moderated the first section, "Formation of Accessible and Family-Oriented Infrastructure in the Sphere of Protecting Children's Rights and Interests," and delivered a report on "Professionally (Psychologically) Important Qualities of Specialists of Authorized Organizations Exercising Certain Powers of Guardianship Authorities." In her report, she presented the results of a 2025 study on the development of a Model of professionally important qualities for specialists in guardianship authorities.
