The document – developed by the Russian Ministry of Education in cooperation with MSUPE, in accordance with the Action Plan (Roadmap) for the Comprehensive Development of the Network of Psychological‑Pedagogical Classes (Groups) in the constituent entities of the Russian Federation for 2026–2030 – sets out target indicators for the development of the PPC network, describes a model for organising activities, outlines a management system for comprehensive development, defines a system of educational outcomes, and proposes unified approaches to curriculum design.

The methodological recommendations are addressed to heads and specialists of executive authorities of the constituent entities of the Russian Federation exercising state administration in education, local self‑government bodies, higher education institutions and vocational educational organisations, general education organisations, heads and curators of PPCs, additional education organisations, and employers. They are intended for use in planning activities – including the development of material and technical resources, the educational environment, and the improvement of methods and approaches to organising educational processes.

Psychological‑pedagogical classes serve as a foundation for training future teachers. They help identify talented school students, foster a love for pedagogy, provide early specialisation, and help alleviate the shortage of teaching staff in schools.

The comprehensive development of the network of psychological‑pedagogical classes is being implemented within the framework of the "Concept for Training Pedagogical Personnel for the Education System of the Russian Federation up to 2030", approved by Government Decree No. 1688‑r of June 24, 2022.
