MSUPE Experts Develop Recommendations for Pedagogical Universities on Optimizing Organizational and Staffing Structures

The methodological recommendations were developed by the Department for Interaction with Pedagogical Universities of MSUPE, as instructed by the Russian Ministry of Education, based on the results of a monitoring of the organisational and staffing structures of pedagogical universities.

The document includes recommendations on establishing the maximum share of administrative, managerial, and support staff; the presence and number of vice‑rectors; the ratio of teaching staff to students; the structure and number of research and educational units; and the content of local regulations on the allocation of teaching loads.

The optimization of universities' organizational and staffing structures is carried out to improve expenditure efficiency and to enable educational institutions to meet the quantitative targets established by Government Decree No. 722-r of April 30, 2014 "On Approval of the Action Plan ('Roadmap') 'Changes in Social Sectors Aimed at Improving the Efficiency of Education and Science'" with regard to the share of administrative, managerial, and support staff in the total number of employees and the ratio of students enrolled in higher education programs — bachelor's, specialist, and master's programs — per faculty member.
