
April 6, 2025, marked exactly five years since Russian pedagogical universities came under the jurisdiction of the Ministry of Education of the Russian Federation.
During this time, the support from the Russian Ministry of Education has significantly influenced the elevation of the status of pedagogical universities, pedagogical sciences, and the psychological-pedagogical field as a whole. Science is now highly essential to the education system, with a particular emphasis on its close connection to practice and the testing of new psychological-pedagogical technologies in specific educational institutions. The Russian Ministry of Education has given a new impetus to pedagogical sciences and stimulated the updating of academic programs.

"Over the five years as a university under the jurisdiction of the Ministry of Education of the Russian Federation, the Moscow State University of Psychology and Education has made significant strides in its development.
The opening of the University Multidisciplinary Psychological Center and the establishment of the Demonstration Exam Center have allowed us to elevate the practical training of specialists to a new level.
Thanks to the Ministry’s support for scientific projects, our university has become one of the top three pedagogical universities participating in the 'Priority 2030' program, receiving grant funding to develop innovative psychological-pedagogical and neurorehabilitation technologies using artificial intelligence.
The creation of the Federal Coordination Center for the Development of Psychological-Pedagogical Assistance has been a major step in advancing psychological services in education nationwide. Additionally, hosting major all-Russian professional competitions such as 'Teacher-Psychologist,' 'Best Inclusive School,' and 'School Without Offense' has enabled us to unite specialists from across Russia.
Today, MSUPE publishes 15 peer-reviewed scientific journals, many of which rank among the top 10 Russian psychological publications and are included in prestigious international databases. The MSUPE Psychological Journals Portal serves as a vital tool for advancing modern science. This confirms our status as a leading scientific center in psychology and education.
We continue to move forward confidently, implementing large-scale projects and introducing innovative solutions in psychological-pedagogical education."
Let us recall these key milestones from MSUPE’s five-year journey:
Opening of the MSUPE University Multidisciplinary Psychological Center as a dedicated clinical practice base (2021)
Since 2021, the University Multidisciplinary Psychological Center has been a structural unit of MSUPE.
The Center’s primary objectives are:
- Providing high-quality psychological-pedagogical, psychological, and speech therapy assistance to children, youth, and adults;
- Serving as a base for educational training, student internships, and scientific research.
As part of the federal project "Modern School" under the national "Education" project, the Center established a Sector for Psychological-Pedagogical, Methodological, and Advisory Support for Parents to fulfill state objectives. Key activities include counseling and educational outreach. From 2021 to 2024, 972,015 advisory services were provided.
Under the educational outreach initiative, the "Psychological University for Parents" project was expanded: since 2021, 14 "All-Russian Weeks for Enhancing Parental Competence" have been held.
Establishment of the Demonstration Exam Center (2022)
The Demonstration Exam Center serves as the main platform for conducting professional (demonstration) exams for students in the field of "Education and Pedagogical Sciences" (UGC 44.00.00).
As part of the 2022 modernization of the material-technical base of higher education institutions under the Russian Ministry of Education, several facilities were equipped with modern technology necessary for assessing graduates’ readiness to solve standard professional tasks.
Key objectives of the Center:
- Conducting seminars, practical classes, and training sessions as part of the curriculum;
- Administering final, intermediate, and other forms of certification (module-based, current, etc.) in "Education and Pedagogical Sciences" (UGC 44.00.00) and "Psychological Sciences" (UGC 37.00.00);
- Developing video case studies for professional reflection and assessing competencies of primary school teachers, educational psychologists, and special education teachers.
In 2024, 441 undergraduate students (58% of the total) successfully passed the demo exam, including 161 graduates (100%) as part of their final state assessment. This ensures an independent evaluation of students’ professional competencies and demonstrates the practical readiness of graduates for their future careers.
MSUPE as a Participant in the "Priority 2030" Strategic Academic Leadership Program (2022)
Since 2022, MSUPE has transitioned from "candidate" to "participant" status in the "Priority 2030" program, receiving grant funding. In 2025, the university successfully defended its progress reports for 2024 and continues its participation.
The university’s development program for 2025–2030 and beyond (until 2036) focuses on leadership in psychological-pedagogical and neurorehabilitation technologies using AI. MSUPE is among the top three pedagogical universities receiving "Priority 2030" grant support.
Creation of the Federal Coordination Center for Psychological-Pedagogical Assistance in the Russian Education System (2022)
The Center was established at the initiative of Russian Minister of Education Sergey Kravtsov as part of the "Concept for the Development of Psychological Services in General and Secondary Vocational Education until 2025", ensuring equal access to professional assistance for students nationwide.
Key functions of the Center:
- Organizational, methodological, and expert support for psychological services in general and secondary vocational education;
- Emergency and crisis psychological assistance for educational stakeholders.
Achievements of the Federal Center:
- 8,840 emergency and crisis interventions for students, parents, and educators in 16 regions (including 4,709 in new and border territories near conflict zones);
- 173,360 consultations via the Children’s Helpline and other hotlines;
- 1,002 supervision sessions for psychologists working in new and conflict-affected regions;
- 24 on-site missions to provide emergency psychological aid in new and border territories;
- 70,218 individuals receiving remote psychological support related to the conflict.
MSUPE as the Organizer of Major All-Russian Professional Competitions: "Teacher-Psychologist," "Best Inclusive School," "School Without Offense"
These competitions, supported by the Russian Ministry of Education, cover all regions of Russia.
- "Teacher-Psychologist" aims to enhance professional skills, realize creative potential, and elevate the prestige of educational psychology. In 2024, finalists represented 51 schools, 18 kindergartens, 7 psychological-medical-social centers, 4 vocational schools, and 2 extracurricular institutions, competing in 18 categories.
- "Best Inclusive School" promotes inclusive education practices and engagement of children with special needs. In 2024, 170 organizations from 67 regions participated, with 40 finalists competing in 4 categories.
- "School Without Offense" fosters safe educational environments by developing bullying prevention strategies through collaboration among teachers, parents, and students.
MSUPE’s Scientific Journals
From 2020 to 2025, MSUPE’s peer-reviewed journals grew to 15 publications, including:
- 13 listed in the Higher Attestation Commission (VAK), with 5 newly added ("Autism and Developmental Disorders," "Bulletin of Practical Psychology in Education," "Modeling and Data Analysis," "Language and Text"); 9 are in Category 1.
- 9 included in the "White List" of scientific journals, with 1 at the highest level.
- 9 in the RSCI Core, with "Psychological Science and Education" ranking 2nd in psychology and pedagogy.
- 7 indexed in Scopus and Web of Science, with 4 added in the last five years ("Social Psychology and Society," "Psychology and Law," "Clinical and Special Psychology," "Experimental Psychology"); 1 is in Q1 Scopus.
- In 2024, 3 journals won the Russian Society of Psychiatrists’ (ROP) competition for mental health publications.
The PsyJournals.ru portal’s readership has grown 1.5 times over five years, reaching 1.78 million annual users.
