Who is considered an international applicant?

Foreign citizens: persons holding passports from any country other than the Russian Federation;

Stateless persons: individuals who do not hold documented citizenship in any country;

Russian compatriots living abroad: citizens of the Russian Federation or descendants of former USSR citizens who permanently reside outside of Russia.

What should I pay attention to?

Please carefully review these guidelines before submitting your application:

All Programs are Self-Funded (Fee-Paying). MSUPE operates exclusively on a contract basis. We do not offer state‑funded (free) tuition or government scholarship. All admitted students are required to pay tuition fees in full according to their chosen program’s rates.

Documentation for Compatriots: If you are applying as a Russian compatriot living abroad, you must provide official documentary proof (Birth Certificate alongside birth certificates or passports of your parents proving their birth or residence in the USSR or the Russian Federation).

Is it possible to study free?

Do I need to know the Russian language?

Yes, proficiency in Russian is required. All full degree educational programs at MSUPE are taught exclusively in Russian.

Who can help international applicants?

The Admission Office – contact this office for all enrollment‑related issues: required documents, deadlines, dates of exams and others.

Office of International Affairs – this office assists foreign citizens throughout their entire stay, both during the admission and during their studies. With questions related to Visa support, invitations and registration in dormitory facilities. You can ask Office of International Affairs your questions on the following address: migration@mgppu.ru.

What are the requirements for translation of my documents?

All documents issued in the languages other than Russian must be translated into the Russian language. This applies to both your passport and educational documents (Diplomas, Certificates).

Translation must be legally certified by Notary Public or the Russian Embassy/Consulate in your country. The translation must include all seals and stamps present on the original document.

Do my documents need to be legalized?

Yes, most international documents must be legalized to be recognized in the Russian Federation. Depending on the country that issued your documents, you will need one of the following:

Apostille. A simplified legalization stamp issued by authorized government bodies for countries that are parties to the Hague Convention.

Consular Legalization. A multi‑step verification process via the Ministry of Foreign Affairs in your country and the Russian Embassy/Consulate.

What is the recognition of the education documents?

Educational document recognition (also known as nostrification) is an official legal procedure that confirms your foreign degree, diploma, or school certificate is legally equivalent to the Russian state education standard.

You can access the official recognition portal at www.nic.gov.ru (you can check if your country requires official recognition or if your documents are recognized automatically). Important notice: when creating a personal account on nic.gov.ru portal, do not use international email services (such as Gmail, Yahoo, or Outlook). Due to the technical security restrictions, traffic from outside Russia might be restricted. It is highly recommend using a Russian email service (such as Mail.ru or Yandex.ru).

How can I get the visa for studying at MSUPE?

If you are a citizen of a visa‑required country you must obtain a student visa prior to your arrival in Russian Federation.

Please follow this step‑by‑step process:

Step 1: To apply for a student visa, you need an official Visa Invitation Letter. Once you are successfully enrolled at MSUPE on a self‑funded contract basis, our Office of International Affairs will issue and send the official invitation to you. To request your invitation please contact us directly at migration@mgppu.ru.

Step 2: Once you receive the Invitation Letter from our office, you must submit it along with your passport, application form, photos, and medical certificates (an official HIV‑Negative Certificate and a medical health clearance certificate) to the Embassy or Consulate of the Russian Federation in your home country.

Step 3: The Embassy/Consulate will process your documents and issue an initial single‑entry student visa valid for up to 90 days. Once you arrive at MSUPE, the Office of International Affairs will assist you with extending it for the full duration of your academic year.

Is there a dorm provided?

MSUPE does not own or operate its own student dormitories. However, you will not have to look for housing completely on your own. Our Office of International Affairs provides full placement support and will help you secure a student dormitory room at one of our partner universities in Moscow.

What should I know about living in a partner university dormitory?

If you choose to stay in a partner dormitory, please keep the following in mind:

Availability: Spaces are limited and are distributed on a first‑come, first‑served basis, so it is crucial to request housing assistance as early as possible during your admission process.

Cost: Since housing is organized through partner institutions, accommodation rates may vary, you will be provided with the current price as soon as you become a student of MSUPE.

Rules & Regulations: While living there, you must strictly follow the accommodation and safety rules of that specific university's campus.
