 
                
On October 16, the grand closing ceremony of the XII All-Russian Competition "Best Inclusive School of Russia-2025" was held in Moscow.
The expert jury announced the competition winners:

- 2nd Place - MKOU Maslyaninskaya Secondary School No. 1, Novosibirsk Oblast

- 1st Place - MBDOU Kindergarten No. 92, Oryol, Oryol Oblast
- 2nd Place - GBOU OOSH No. 19 SP "Kindergarten 'Korablik'", Novokuybyshevsk, Samara Oblast

Nomination "Best Resource Organization for the Development of Inclusive Education"
- 1st Place - GBOU SO "Yekaterinburg School No. 3", Sverdlovsk Oblast
- 2nd Place - KGBOU Boarding School No. 2, Khabarovsk, Khabarovsk Krai
- 3rd Place - GAOU SO "Education Center 'Rodnik Znaniy'", Engels, Saratov Oblast
Addresses to the contestants were delivered by Sergei Vladilenovich Kiriyenko, First Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation; Lilia Salavatovna Gumerova, Chairperson of the Committee of the Federation Council of the Russian Federation on Science, Education and Culture; and Mikhail Borisovich Terentiev, Deputy Chairperson of the Committee of the State Duma of the Russian Federation on Labor, Social Policy and Veterans' Affairs.
In his address, S.V. Kiriyenko noted:
"Educating children with special educational needs alongside their peers is an important step towards strengthening the values of justice, mercy, mutual assistance, and mutual respect in society.
In kindergarten, school, and health camps, children acquire their first skills of communication and cooperation, learn to support and value each other, and find common solutions.
Success in implementing this approach is largely linked to the development of a quality educational environment accessible to every child, but undoubtedly, it depends primarily on the genuine interest of educational organizations, the skill and care of teachers and educators, the active involvement of the parent community, and the support of government bodies.
The 'Best Inclusive School of Russia' competition is not only an effective tool for identifying best practices. It is a community of like-minded individuals, true professionals focused on the comprehensive development of their students and pupils."
In his video address to the competition participants, the Minister of Education of the Russian Federation, Sergei Kravtsov, said:
"Dear competition participants, dear friends!
Today we are summing up the results of the XII All-Russian Competition 'Best Inclusive School of Russia-2025'. It provided an opportunity for fruitful communication, exchange of experience, and demonstration of the best practices of inclusive education.
We are once again convinced that educational organizations can and should be open to every child, regardless of their characteristics and capabilities.
The competition participants have shown that professionalism, love for children, and a sincere desire to help change the educational environment and the lives of children for the better.
I would like to express my deep gratitude to all the contestants. The warmest and most sincere congratulations to the winners. Your experience will serve as a benchmark for the development of inclusion in the Russian education system.
Dear friends, I wish you new successes, inspiration, and energy! Thank you for your work and dedication to the profession!"
Anna Yuryevna Kuznetsova, Deputy Chairperson of the State Duma of the Federal Assembly of the Russian Federation, took part in the award ceremony:
"We have gathered the best specialists and worked on creating a program for the development of correctional and inclusive education. I would be very grateful if your proposals are sent to us, so that, drawing on the experience of many winners from across Russia, we can build both correctional and inclusive education.
To a large extent, these victories are built on personal initiative, on your own shoulders – on will, strength, the desire to win and help solve the issues facing our children, and this is of great value," said A.Y. Kuznetsova.
She expressed special gratitude to the Ministry of Education of the Russian Federation for supporting the competition movement.
Larisa Pavlovna Falkovskaya, Director of the Department of State Policy in the Sphere of Children's Rights Protection of the Ministry of Education of the Russian Federation, noted that over the 12 years of the competition's existence, it has united 1,800 educational organizations, forming a professional community that promotes the development of inclusion across Russia.
According to Svetlana Vladimirovna Alekhina, Director of the Federal Center for the Development of Inclusive General and Additional Education at MSUPE, the 2025 competition showed that the level of preparation of educational organizations is growing – they are ready to accept children with a wide range of conditions. She also emphasized that inclusive education in Russia is becoming truly seamless and continuous.
The best organizations from across the country gathered at the competition and, over two days, presented effective practices of inclusive education, approaches to teaching children with special educational needs in various educational settings, and the most interesting experience of resource support for the inclusive process in domestic education.
