Sergey Kravtsov: "Work on Preparing the Strategy for the Development of the Education System is Being Finalized"

President of Russia Vladimir Putin held a meeting with Russian Minister of Education Sergey Kravtsov. They discussed issues related to the development of the general and secondary vocational education systems.

"The preparation of the Strategy for the Development of Education, which is being developed in accordance with your instruction, is being finalized. We have discussed it with teachers, the pedagogical community at the Council, at the Presidium of the Council on Education and Science, in the Public Chamber, in the State Duma, and in the Federation Council. Overall, there is approval. A draft of the Strategy has already been prepared, and in the near future we will present it to you for approval. I want to say that the main thing in the Strategy is the baseline from which we start and the response to the challenges facing our country, including education", noted Sergey Kravtsov.

The head of the ministry emphasized that since the start of this academic year, unified educational content for all subjects has been introduced, and the academic load on school students has been standardized. Every school teaches according to unified high-level federal programs, which allows every student to receive a quality education regardless of where they live.

"This is very important and has been very positively received by the pedagogical community. And now the task is to ensure this order works in every school", emphasized the Minister of Education.

Sergey Kravtsov pointed out that Russia has entered the top ten countries in terms of the quality of school education. According to him, the proportion of underperforming school students has decreased from 25 to 15 percent. He reported that in 2026, the transition of all grades to unified history textbooks will be completed, and the preparation of unified social studies textbooks for grades 9–10 is in its final stages. By September 1, 2027, unified state textbooks for natural science subjects, as well as the Russian language and literature, will be ready.

The Minister of Education informed that extensive work is underway to implement educational programs in schools, the position of school advisor on educational work has been introduced, and cooperation continues with the "Movement of the First" and the "Znanie" Society. He noted the task is to carry out this work in a non-formal manner. Another task outlined by the head of the ministry is the protection of school students from destructive content. Russian schools have switched to the national messenger MAX, with over 20 million teachers and students now connected.

Sergey Kravtsov reported that systematic work is being done to support teaching personnel. The competition for admission to pedagogical universities reaches up to 12 applicants per place. A Council for the Protection of Professional Honor and Dignity of Teachers has been established, and methodological recommendations on preventing conflicts in educational teams have been sent to the regions.

"We need to continue this work to increase the prestige of teachers' work, and in schools, and in secondary, and in higher educational institutions, but in schools first and foremost", noted Vladimir Putin.

The head of the Russian Ministry of Education also stated that currently, 3 million 900 thousand people are studying in colleges. These figures have been achieved for the first time in 50 years. He added that the instruction of the President of Russia to train one million highly qualified workers by 2028 will be fulfilled. It is expected that this target will be exceeded.

"We need to ensure a direct connection with future employers and create a modern production base, create relevant laboratories, also together with future employers. This is the key to successful employment", concluded the head of state.
