Cross-University Expert Review Held at MSUPE as Part of the Priority-2030 Development Program Implementation

A cross-university expert review was held at MSUPE as part of the implementation of the Priority-2030 development program. The final event took the form of team work across four areas: "Target Model", "Management System", "Technological Leadership and Strategic Technological Project", and "Educational Policy", followed by discussion and final conclusions.

The work of the four groups involved vice-rectors and deans of MSUPE: Vice-Rector for Professional Education Alexandra Andreevna Lisitsyna, Vice-Rector for Scientific Work Sergey Gennadievich Kosaretsky, Vice-Rector for External Relations Khozh-Akhmed Sultanovich Khaladov, Vice-Rector for Educational and Social-Psychological Work Olesya Valentinovna Vikhristyuk, and Head of the Priority-2030 Development Program Maria Alexandrovna Safronova. Each team included up to 15 staff members from the university's research, educational, practical, and administrative units. This composition ensured a comprehensive approach to developing common project solutions.

Vice-Rector for External Relations Khozh-Akhmed Sultanovich Khaladov noted that the review was conducted in a working format. "The most effective part is the work of the university teams. The most valuable thing is the viability of the team work in a challenging situation," he emphasized. According to him, among MSUPE's strengths are its high level of expertise, the deep substantive content of its projects, and a strong research and evidence base.

Vice-Rector for Scientific Work Sergey Gennadievich Kosaretsky drew attention to the particular value of cross-university expert review as an external assessment tool. "This is an excellent opportunity to look from the outside at the state of the project, to see deficits and new opportunities that were not obvious from within", he said. According to him, dialogue with external experts allows project teams to refine their understanding, which is useful for creating a product and its further market promotion. The vice-rector noted that the project and methodological recommendations from the experts will be used to add additional options to the strategic technological project's roadmap.

The speaker also emphasized the complexity of interaction with external experts on the substantive part: "The other side of the review is substantive, related to the specifics of practical psychology and the education of teachers, psychologists, and helping profession specialists – which is largely far from the area of expertise of external experts. We had to devote a significant amount of time to immersing them in this specificity, which did not always allow us to promptly enrich the discussion with examples and case studies connecting the substantive component and the project approach".

Head of the Priority-2030 Development Program at MSUPE Maria Alexandrovna Safronova noted: "During the group work and dialogue with the experts, we were able to describe the zone of proximal development for achieving the target model of the University of Digital Childhood. The general discussion allowed us to build the next step in development with all groups; this was a valuable part of the collaborative work with colleagues, which we will continue after the completion of the cross-university expert review".
