MSUPE International Relations Office: On Amendments to the Legislation of the Russian Federation Regarding the Rules of Entry into the Territory of Russia

As of July 1, 2026, new rules for crossing the border of the Russian Federation came into force.

Now, every foreign citizen arriving from visa-free countries is required to use the official "Gosuslugi RuID" application. Without prior registration in the application, entry into the country will be prohibited.

Main Rule: Meet the 72‑Hour Deadline

You must submit an electronic application through the Gosuslugi RuID app no later than 72 hours (3 days) before crossing the border. Spontaneous trips without prior registration are now impossible. 

Exempt from this obligation: Citizens of the Republic of Belarus.

Checklist: How to Avoid Deportation and Problems at the Border

  • Check your passport: Your passport must be valid for at least 6 months at the time of entry into the Russian Federation.
  • Do not put it off until the last moment: Due to high traffic, the application and the Gosuslugi portal may experience delays. Register on Gosuslugi and install the RuID application in advance.
  • Check every letter: Errors in your full name, date of birth, or passport number will result in an automatic denial of entry.
  • Make a paper copy: At the border, the internet may be unavailable or your phone battery may die. Be sure to print the received QR code on paper in good quality!
