
Requirements for Foreign Nationals and Stateless Persons Studying at MSUPE Regarding Migration Registration and Visa Support

1.1 Every foreign national undergoing studies must have the following documents:
- Original valid passport. For visa-required countries, the passport must contain a valid Russian visa;
- Migration card;
- Detachable part of the migration registration notification (registration slip);
- Document confirming the completion of mandatory state fingerprint registration and photography (Green Card);
- Voluntary health insurance policy.
- 1.2 Attention! If you plan to arrive for studies or travel home for vacations, you must notify the MSUPE International Relations Office at least 10 days before the intended trip by email at oia.mgppu@gmail.com, attaching your tickets. If you leave the Russian Federation without notifying the Office of international Affairs, the migration authorities will be informed of the loss of contact with you, which may result in a future ban on entry into Russia.
- 1.3 Please note that if a foreign national changes their actual place of residence, surname, given name(s), date of birth, obtains a new national passport, temporary residence permit (TRP), residence permit in the Russian Federation, or Russian citizenship, they must notify the Office of international Affairs in the University within 1 working day and submit the relevant documents with a notarized translation.

2.1. According to Federal Law No. 163 of June 27, 2018, migration registration (registration) can only be completed at the foreign national’s actual place of residence. Options for processing this document:
- Through the administration of the hotel or dormitory where the student resides;
- Through the property owner’s application to the local Multifunctional Center for State and Municipal Services (MFC) or directly to the Migration Department of the Ministry of Internal Affairs (OVM MVD).

2.2. Required documents:
- Original and copy of the student’s passport;
- Original and copy of the student’s visa (if visa-required);
- Original and copy of the migration card, indicating "Study" as the purpose of visit;
- Original and copy of the detachable part of the migration registration notification (if currently registered in another city);
- Documents confirming student status (different departments may request different documents:
- Educational agreement between the student and MSUPE;
- Extract from the enrollment/transfer order;
- Certificate from the educational institution;
- Letter of request from the university (contact the Office of international Affairs in the University));
- Copy and original of the property owner’s passport (if registering at a private residence);
- Original property documents confirming ownership (if registering at a private residence).
Note: Property owners may use the "Gosuslugi" portal.

2.3. Migration registration processing time: 5 working days.
Deadline for submitting migration documents to the International Relations Office: 5 working days (copies of: passport first page, passport page with the latest Russian border crossing stamp, migration card, detachable part of the migration registration notification).
Documents can be sent to oia.mgppu@gmail.com or submitted in person to the Office of International Affairs (29 Sretenka St., Room 409).
If a foreign national’s legal status exempts them from re-registering after each border crossing (e.g., TRP, residence permit, temporary asylum, etc.), they must submit copies of current documents to the Office of International Affairs once.
- 2.4. If a student leaves the Russian Federation, upon returning to Moscow, they must re-register (within 5 working days of arrival) and submit updated documents to the Office of International Relations. This applies even if the previous registration period has not expired (foreign nationals are automatically deregistered upon crossing the Russian border).
- 2.5. If traveling within Russia and registering in another city, upon returning to Moscow, the student must re-register (within 5 days of arrival) and submit updated documents to the Office of International Relations.

2.6. If the purpose of stay is "Study," the student is not required to leave Russia during their studies at MSUPE. To extend registration at the end of the academic year, the student must be timely promoted to the next year so the university can provide documents confirming their student status.
Promotion to the next year is confirmed by the relevant order. To issue this order, the student must have no academic debts and must have paid tuition for the next semester (for fee-paying students).
- 2.7. Foreign nationals who fail to extend their stay are considered unlawfully present in Russia and bear personal responsibility under Russian law.
- 3.1. Foreign nationals from visa-required countries must ensure their visa type matches their purpose of stay (Federal Law No. 114-FZ of August 15, 1996). If admitted to a university program, they must obtain a single-entry student visa based on an MSUPE invitation, which can later be extended in Russia.
- 3.2. The invitation is issued by the Moscow Main Directorate of the Ministry of Internal Affairs (UVM GU MVD) upon MSUPE’s request. Processing time: at least 30 calendar days.
- 3.3. The university can only assist in extending a single-entry student visa. If a student entered on a different visa type (e.g., tourist), they must request an invitation from the International Relations Office and apply for a single-entry student visa at a Russian consulate in their home country.

3.4. To extend a student visa, the student must visit the Office of International Relations at least 45 days before the visa expires and submit:
- Completed visa application form (signed);
- Valid passport (validity ≥1.5 years);
- Migration card;
- Detachable part of the arrival notification (registration), valid until the visa expiry;
- Document confirming fingerprint registration and photography (Green Card);
- Medical re-examination certificate (if >1 year since Green Card issuance);
- Paid state duty (details available at the International Relations Office);
- One 3x4 cm photo (color, matte paper).

3.5. Plan trips involving border crossings considering:
- A single-entry visa cannot be reused;
- Multi-entry visa processing time: 30 calendar days;
- A multi-entry visa starts the day after the single-entry visa expires;
- To extend a single-entry visa early due to travel plans, submit tickets and an explanatory note to the International Relations Office 1 month before the trip.
- 3.6. Before applying for a visa extension, ensure promotion to the next year (confirmed by an order). The student must have no academic debts and must have paid tuition for the next semester (if applicable).
- 3.7. If not promoted before the visa expires, the student must leave Russia, request a new invitation from the Office of International Relations, and apply for a single-entry student visa at a Russian consulate.

3.8. After obtaining a multi-entry visa, extend migration registration for the new visa’s validity (see Section 2).

- 4.1. Since December 29, 2021, Federal Law No. 274-FZ of July 1, 2021, requires foreign students (except Belarusians and TRP/residence permit holders) staying in Russia for >90 days to undergo fingerprinting, photography, and medical examination within 90 days of entry.

4.2. Authorized institutions:
- "Multifunctional Migration Center" (64 km Warsaw Highway, Voronovskoye, Moscow);
- GBU "Migration Center" (18 Bakhrushina St., Moscow).

Required documents:
- ID + notarized translation;
- Migration card + copy;
- Registration slip + copy;
- University certificate;
- Medical examination certificates (must be obtained from authorized clinics listed at https://mc.mos.ru/info/medical-exam).
After completion, the student receives a fingerprint registration certificate and medical document receipt.

4.3. Note: Fingerprinting and photography are one-time procedures. Medical certificates are valid for 12 months and must be renewed 1 month before expiry.
Non-compliance may result in fines, registration denial, deportation, or future entry bans.
- 5.1. Under Federal Law No. 274-FZ, foreign nationals arriving after December 29, 2021, must undergo annual medical examinations. The MVD only accepts certificates from authorized clinics (list: https://mc.mos.ru/info/medical-exam).
- 5.2. Fees and conditions vary by clinic.

6.1. All MSUPE students must have VHI for their entire stay in Russia (Federal Law No. 115-FZ of July 25, 2002). Since December 4, 2021, e-policies (per Bank of Russia Directive No. 5974-U) are preferred due to fraud prevention.
Penalties for non-compliance (Article 18.8, Administrative Code):
- First offense: 5,000–7,000 RUB fine;
- Repeat offense: 10,000 RUB fine + possible deportation.
- 7.1. Since January 1, 2023 (Federal Law No. 115-FZ), foreign students may obtain a TRP for education (TRP-E), valid for the study period + 180 days. Visa-required nationals are exempt from annual visa renewals.
- 7.2. TRP-E holders may enroll in compulsory health insurance (CHI).
- 7.3. After graduation, TRP-E holders may apply for a residence permit within 3 years without needing a standard TRP.
- 8.1. As of January 1, 2025 (amendments to the Federal Law "On Communication"), all SIM cards issued before this date must be re-registered by July 1, 2025, or they will be deactivated.

8.2. Required documents/data:
- Email (must be accessible);
- Passport + notarized translation;
- SNILS (obtain at the Social Fund or MFC);
- Verified Gosuslugi account (can be set up at MFC);
- Verified biometrics (at a bank or MFC);
- Device IMEI (15-digit number).
- 8.3. Visit a mobile operator’s office with the above documents to sign a contract. Activate the SIM in-store or via Gosuslugi.
- 9.1. Starting 2025, Gosuslugi registration is mandatory for all foreign nationals (required for mobile services). The portal also allows migration registration and TRP-E applications without in-person visits.
